yes you can pull it apart but when you remove the rotor inside, the plastic tip seals will ping out, there are curved strips of metal keeping them tensioned against the chambers but you might not need to pull the inner part out to clean, you can reassemble the parts if you do remove just make sure you dont lose any bits
When you reassebmle the pulley try and keep the two parts aligned (use a socket wrapped in tape) when you tighten the bolts and make sure the pulley SLIDES on to the cam cos if it binds then vvt wont actuate, also tighten the pulley on to the cam using the hex on cam to hold and leave chain off as chain tension when tightening can cause valve inside to jam
