Many thanks for all of your advice. I did as Steve suggested and started from scratch and used the 'program ECU' option followed the instructions and it worked.
Just for future reference, and because I have seen this question asked a few times, below in a step by step version on how I programed the CIM
Programing CIM on Vectra and Astra models with GM TECH II
Ensure that you have adequate battery support
Ensure you have the security code
In CIM option in BODY section. Read and note all variant coding in CAN (high, mid and low)
Read and note code index and variant coding
Read and note chassis number
Read and note mechanical key number
Ensure you have all keys present for coding
Reset original CIM (follow instructions on TECH II)
Install new CIM and enter PROGAM ECU on TECH II, follow instructions to the end ensuring you enter the correct details (if you do make a mistake you can safely start again)
Once programing is complete check the indicators cancel and clear any remaining codes from all ECUs
