Can you not scan the ECT to see what it is doing when the idle speed revs up and down? Helps take the guess work out of things. Also, checking the CO at idle will give you a clue on what is happening. My approach to this would include cleaning the Idle Control Valve of all the carbon it picks up including the orifice where it is located.
