Toyota Previa 2.0D 2006 - Cam belt tracking #

Hi all we have a Toyota Previa 2006 diesel 2.0, We have done a cambelt and have found after fitment the cambelt tracks approximately 1-2mm over the inside edge of the cam pulley and runs very close to the water pump. We have replaced the pump and the cambelt kit but still tracks just off the cam pulley. We have reduced the water pump gasket thickness which allows more clearance between pump and belt but still have the belt tracking just over the edge of cam pulley. Nothing seems to be out of alignment and the crank drive pulley appears to be in correct position. Everything looks right but belt will not run totally on cam pulley. this is only noticeable if you use a mirror to check belt against the pulley but if you measure from outside edge of cam pulley belt runs 7mm away from pulley guide, has anyone had this on a Previa or even an Avensis, starting to pull hair now as looks like belt has always run like so if you look at wear on pulley but surely this cannot be correct. we always check after a belt fitment that belt runs fully on pulleys and fairly central to pulleys. But this is starting to look possibly like a thrust washer issue but cannot find any cam or crank float. Any ideas gratefully received
