Is the pump generating enough oil presure to trigger the PAS sensor switch on the engine management?
I would imagine (though I admit that I am not really familiar with the internal workings of PAS systems) that if the oil is/was clear and uncontaminated then wear is unlikly to be a problem and that a seal/pressure relief valve issue might be at the root of it (rack or pump) If the oil is/was the more typical grey slurry of oil and metal then it might just be that the pump is unable to generate enough pressure to make the system work.
I am guessing that if the PAS sensor is being triggerd by turning the wheel then the pump is probabally generating pressure and the rack is more likly to be the issue.
