Ford dealer or otherwise, you still need to confirm that the TSB has been acted upon.
It is a very peculiar problem & it has given a few folks the run around, so I would advise that you follow up on the TSB info, before you spend too much time looking at "conventional" cooling system problems.
I was embarrassed at the size of my invoice to repair one of these.
