(You did not give us any hint as to the period of time that the Rutter family lived in PGC. That would help.)
Also, I have checked records of freedom records for slaves, and find none belonging to any Rutter family in Prince George's County. And I find no Rutter as a slave-owner in Prince George's in the 1850 and 1860 slave schedules of the U.S. Census.
