The state gives a 20% credit for historic restoration and the county gives 10%. Plans should be submitted in advance in order to get the funds, which are given after the money is spent.
If your friend buys it, I highly recommend buying historic replacement value insurance for the property, which is also expensive, but it can be changed after the restoration. Things can happen during a restoration that are unexpected & it really paid for us.
