Unfortunately each association only goes by their tournaments. I can understand why, since in reality the associations compete with each other. In my opinion if you win a state/world in a certain association you should move up in all associations but that's not the rule.

Andy must go by a team's performance from the previous year in their association. A team that's played just above .500 in an association is playing in the correct division, regardless of how long thryve played D. One tournament win isn't going to auto bump anyone.
