AFAIK, the 1997 Jungle Emperor Leo movie is officially available only on DVD. A few years ago, an unofficial fansub of this movie (a rip of the japanese LaserDisc with english subtitles done by fans) was available on VHS from Kodocha Anime, but it has been discontinued in the meantime.
So, since you don't have a DVD player (and I don't think the movie will be ever available on VHS), you could buy the DVD version (either from RightStuf or any other such place) and then look for a place where you can copy that DVD to VHS.
