It comes up more than people admit because nobody wants to accidentally reveal they looked at something. Works on public accounts and solves that situation cleanly. I had been using a separate browser to avoid leaving traces which was annoying and not a great long-term solution. InstaStoryViewer handles it properly, just enter the username and the stories pull up with no login or account required. Nothing registers on their end and nothing ties back to you at all. Does not overcomplicate anything which is exactly what you want from a tool like this
