Go to this website, if Don Lipps worked on aircraft on the flight line he was next to the perimeter of the base. He shouldn't have had to be in Viet Nam. This is a VA website but they will still give you a hard time about proving his exposure. I have been fighting them for over two years now but I have no intention of giving up and neither should you. Do you have a rep helping you? Try the VFW or DAV.
