I did a quick google search. Here is what it says...Spring spikes or elastic rail spikes are used with flat bottom rail, base plates, and wooden sleepers. The spring spike holds the rail down and prevents tipping and also secures the base plate to the sleeper. If you google elastic spikes in railway, a couple of pictures accommodate the explanation.
