Switchers had speed restrictions out on the road due to type of trucks or bearings. C&O early switchers were limited to 40MPH for the most part so having them in a road train would inhibit speeds. They also had a type 6L (IIRC) brake systems and were, for the most part, somewhat incompatable with road power brake systems so they operated CUT OUT mode.
