The introduction of radios are what changed the crew size requirements on most railroads, but the actual change didn't occur until the contracts allowed. When a crew member was eliminated, additional pay was allocated to the remaining crew members as a "Short Crew Allowance". When I started with the GTW Transportation Department, I was a Brakeman. With the signing of our 1996 contract, the Brakeman position was no longer required on most mainline trains. Our short crew allowance went up to $27 per start. This remained until Hunter rammed through the hourly contract, which did away with 90% of the arbitraries. Bill
