My understanding is this is almost two different railroads. The western end around the SSM area, and the eastern end from Espanola to Sudbury. I don't know how much cross the railroad traffic there really is. I wonder if it would make more sense to simply cut the service on the tracks from SSM to Espanola, have CN take over the west end, running the traffic that needs to go to CP to Franz, and having CP take the traffic from Franz to Sudbury.
