There is some cargo that originates outside the US and the final stop isn't in the US. IOTW, it's just transiting through the US. US Customs would want to make sure that cargo actually left the country. Because if it doesn't leave the US as indicated on arrival, custom duties may be in order on that cargo. On a related note... I know years back, the CN stated they would route some freight between eastern and western Canada to the south of Lake Superior. Does that happen? It could be through da UP or through Chicago.
