I'm sure others have better methods to do this, but this works for me.
Tips from anyone else would be a great help.

First you must get your photos from your computer to the internet for viewing.
I use Flickr(part of yahoo)
I opened A Yahoo E-mail account(free)




Go to Flickr and upload.




Enter your Yahoo info.




Click the blue bar.




This window will be a little different on your computer. (I Use Linux)
Select the photo from your computer.




You can write a brief description, then click "upload"




The photo has now been uploaded to your photostream for all the world to see.
( because of this I never post photos of people, or any personal information )



Now comes the easy part.
Open this railroad board in another window.
type your text




Then go back to flickr
click the photo you want to post then click it again.




Now click "view all sizes"




Next RIGHT CLICK to get this menu to show.
select "view image". (again this may be different on your computer)
The goal here is to get your photo to take the entire screen.




then copy & paste the address at the top of the page to the box on the railroad board page. use the image button.




preview, and if everything looks ok, post it.
