I suppose minimal maintenance work would be possible, but you don't want to get too involved with any major work as you don't know how long a strike will last and you have to clear out quickly. The interior CN lines in Michigan will obviously remain somewhat active, but a route like the Mount Clemens sub - aside from locals - will be without through traffic. It will be interesting if the strike happens...
