I believe that the customer closest to that point would have been Star of the West Milling out of Frankenmuth. They used to load hoppers there from semi's just east of Belsay road, on that still connected spur. There was also around that time an attempt by GM to sporadically use that same spur. The only other thing that may have been going on with that switcher is, just west of Center road, there was/and still is a spur switch points facing east going into a Lumber/Truss company which still today uses rail. And, the Flint Journal still used rail service along that stretch of railroad to have newsprint brought in. One more customer was west of Dort Highway near downtown that used some rail at that time. That was Michigan Lumber. They still exist, but the rail service is long gone. The switcher would have had to go to Belsay road area to make "crossover" moves from main #2 to main#1, and visa versa, to service these particular businesses.
