Armond Castle/Queen City is rehabbing the main from MP 16 to MP25 and also Boardman Yard (so to about 26 maybe). And then also a small section of the Williamsburg branch (the mail in front of the depot and out about 1/2 mile as well as the run around track at the depot). Nothing else on the Williamsburg branch (back in 2014 they replaced ties and added ballast to the rest of the branch).
The Grawn branch from the south end of Boardman yard to Beacon scrap yard (about 2 miles) is being rehabbed with a different contractor altogether (Acme Railroad Construction).
So, it seemed very off that the Armond-Castle ballast regulator ran to Beacon (where Acme is working and had their own MOW equipment and crews), and then ran all the way to the very end of the Williamsburg branch (9 miles beyond the work limits).
