First, let me say which tracks I think you are referencing. The tracks that head east from the yard that is just north of Wilder Rd next to the SC Johnson plant.
If this is the correct tracks, there were cars located on the wye from the yard to the Belt Line track. These cars were 3 bay covered hoppers, similar to what was witnessed at the north end of the yard near the switch leading to the SC Johnson plant. They also look like the cars SC Johnson gets into their facility according to Google Maps.
After the plant entry there was an additional cut of cars. These included A couple high side scrap gons and several tank cars. The track then used to split just before the Wilder - Tiernan intersection. the track that goes north is obviously unused and is disconnected. The track that curves south along parallel to Tiernan continues south towards the river. This track looked unused when I was there. When Tiernan ends there were gates (Dow) blocking further access. Both Google Maps, as well as my observations, so how sign of any activity beyond where the cut of cars ended along Wilder. What was interesting is that the cars along Wilder, including the tank cars did not show visible signs (that I recall) of being long term storage cars.
What is interesting is there appears to have been significant work done on this track between 2012 and June of this year. In the 2012 Google images, the vehicle photos along Wilder show the tracks ending or disappearing into the weeds just beyond the SC Johnson guard shack / entry. What I saw was cars well beyond that point.
I can't say the tracks are being used, but they are well beyond what was in use in 2012.
