The information you're hearing is something I've been hearing crews give CN's dispatcher for years when marking up to go west on the Flint Sub here. With CTC in place on the Mt. Clemens Sub, I've been hearing it from those trains as well. I suspect that the PTC question must have been added to what they're asking, but based on what some of the CSX crews have said while navigating to/from their trackage on this end, I figured that information was being relayed to CN's dispatcher by phone prior to the train departing the yard on the Flint end- it's not something I remember hearing the CSX crews give on this end of the Flint Sub before. It's something I enjoy hearing though because it adds a personal dimension to what I see roll by that I don't hear when I go to Durand, Fostoria or anywhere else where the trains just roll by.
