CSX has had rights through the Sarnia tunnel to Sarnia since 2001 but as far as I know , it was never exercised.
The trackage rights/Haulage agreement with CN replaced CSX direct service as the Canadian division once ran between Buffalo and Detroit and to Sarnia/Port Huron via their ferry. The ferry ended approx 1996, and the last trains Buffalo to Detroit were in April 1996. After that date, the Canadian division became isolated from the rest of CSX - operationally - despite re-connecting it with the Sarnia tunnel rights - never used.
Funny enough, there was a border transfer from Rougmere to Windsor operated by the Canadian guys out of Sarnia until approx 2014.
