The thing is that Finola was cast as a WSB agent, police commissioner, etc. There is more space for that than a matriarch on GH. They are not writing family stories any more. It is the MOB, MOB, and more MOB. So, Laura is something of a relic on this show. They would have to change course for her role to be greatly increased. I don't see that happening. When they brought Steve Burton back, they just further put nails in the coffin. It all became too aggravating for me.
