Hello G. James - RS is my favorite Shane solo, and I sounded it out i the key of E long ago. Turns out Bob did it in D (C form chords, capo second fret) and the chords were posted by KT expert Pete Curry and included in a wonderful downloadable database by the late Dieter Folger. Here is what they posted:

For the Intro. (and elsewhere): During the C chord,
your second finger moves from the 4th string/2nd fret
to the 3rd string/2nd fret while all the other fingers
remain in place. During the G7 chord, the little finger
moves on and off the 4th string at the 3rd fret
(again while the other fingers remain in place).
