A computer can become a TV.
I have a TV card for my computer but I've never used it.
I looked to see what's out there....

It looks to me that it will only receive broadcast TV, not cable.
At any rate........
Once you have TV on your computer, you can use a program to record what's on the computer monitor.
You're not recording the TV signal.
Just capturing what's on the screen.
So, why be able to do this?
Not a lot of reason anymore because TV sucks.
10 years from now........maybe less....
There will be no more cable TV.
All that there will be will be internet.
Broadcast TV will continue for some time for people who cannot afford the internet because....
People should be informed.
We haven't had cable TV for over a year.
We have broadcast TV for getting the main channels.
We had our TV, Internet, and cell phones on ATT&T.
We got the best price this way...but it all cost a ton of $$$$ I had the movie channels too.
The virus took away our income.
Couldn't pay ATT&T.
We got cell phones and internet separately.
No cable. Haven't really missed it.
Only exception is the Golf Channell.
