The public feels the Palace/King has handled Andrew's situation badly/poorly, I admit the King "may" have waited a little too long in bringing about action toward his brother, but what more could he have done. The King has taken appropriate action, but it's up to Parliament on the Succession question which the King has stated he would support the removal of Andrew. The media has stirred the public up towards punishing Beatrice and Eugenie also. I'm sure the opinion is that the two women should pay and the King should take action.
