I recall that there was a story that his father (the fourth of the brothers) was considered to succeed Edward VIII on his abdication. That Duke of Kent (George) and his wife Marina were very popular and already had a son and heir - today's Duke of Kent.
York and Gloucester - Bertie and Harry - were considered to be less personable and neither of those two had any heir at that point in time.
