The Bhutanese King made the decision a year or so ago to open up the country to more tourists, hence the investment in a new, bigger airport with more than one runway. I can't remember where the new one will be, but the approach and takeoff won't require special training like the current airport does. I think only fifteen pilots are licensed to fly into and out of the Paro airport. It's that tricky.
