I had another look at the photos. Those people were jam-packed! Wasn't the hotel informed of how many people would be there? It looks like the ball dinner was supposed to be a combination of sit-down service for the RF and other Royalty, and a buffet for all the rest,but it all became disorganized and there weren't enough tables. No wonder some of the guests are sitting on stairs with their plates in their laps! Not to mention wearing a ball gown in those crowds...
