Link: Lease to Prince Andrew, Duke of York
If he didn't meet the terms of his lease and have the renovations made before he moved it, why was he allowed to take possession?
The Crown Estates had two, not one but two, firms of independent advisors to look over the terms of the lease to ensure that the Crown Estate was receiving value for money.
I think that, like Frogmore Cottage, the cost of repairs is the responsibility of the Sovereign Grant, and Charles doesn't want to pay to fix up the place if Andrew will be living there. He wants Andrew out.
Once Andrew vacates and is domiciled elsewhere, Royal Lodge will move to the top of the reno list and the Sovereign Grant will cough up the money.
