Charles isn't going to choose Harry, and when William becomes king, he's certainly not going to choose Harry.
At the time the Regency Act was amended to add Anne and Edward by name for their respective lifetimes, it was suggested to Charles that the bill could also include a clause removing Andrew and Harry. Charles gave verbal assurance that he would only select working royals from the list.
Now I know that Charles doesn't have the best track record when it comes to promising something, but I think he uphold this promise.
When William becomes monarch, if his heir is a minor, a new regency bill will be needed and the issue of who's a Counsellor of State can also be dealt with. Even if George has reached his majority when William succeeds, the change of reign would be the appropriate time to come up with a new determination as to who is eligible to be a Counsellor of State.
