Absolutely, Harry wasn't a pilot in either of his "tours" in Afghanistan. He flunked his written exam, but the Army allowed him to take flight training anyway...because of who he was and his Grandmother/Father. As Taz pointed out, the media never ran a story/photo of Harry earning his Pilot's License as they did with William. No photos ever of Harry piloting a helicopter. As I wrote a couple of weeks ago, the UK Commander for Afghanistan, stated Harry was so far from the active lines, he essentially never participated in any military action. All the photos we saw of Harry "in action" were Palace PR photos.
I just thought of this, when Harry and Meghan moved to Montecito, the tabloids ran a story that Harry was going to join a Polo Club and an "exclusive helicopter club, to keep up his pilot's license and he could fly the family on vacation getaways." Well, that didn't happen, they have to go by private jet, but more importantly, Harry never got a pilot's license in the first place.
