Angela Kelly has a Wikipedia page which lists her honors. she received the next "upgrade" of the RVO, which I believe is standard operating procedure.

Unfortunately, none of the other women mentioned in the article have Wikipedia pages, so it's impossible to quickly determine whether they, too, received the standard "upgrade" or whether they skipped a level or two and were sent straight to the top.
