When all the Japanese princesses married their commoner husbands, their tiaras and any other Imperial jewels are returned to the vault, they lose the jewels.
Japan is going through economic tough times, but in light of Mako turning down her wedding dowry to prevent public criticism, it makes sense that the decision was made to allow Aiko to wear her Aunt Sayako's tiara. Aiko will eventually meet someone and marry, then leave the Imperial Royal House and if she had her new tiara, it would revert back to the vault. Princess Sayako's tiara is pretty and it'll suit Aiko. Splashing out a new tiara at this time would invite criticism. The Japanese Imperial Family's expenses are under fire at this time just like most of the other Royal Families.
