Well.......it sounds as if Harry and Meghan are in a panic. It's obvious they haven't attended any Episcopal church at any time. If they were regular church goers, they would know the rules and procedure for a baptism in the Episcopal church, what is required. It's on our church website which I'm sure is not unique as it's probably the same all over the country. They can even talk to an Episcopal priest, you don't have to be a canon lawyer to find out.
I suspect they've approached several Episcopal churches and told that, "No, we don't perform walk in baptisms and we don't come to your home to baptize even if it is Casa del Sussex." I wonder if they contacted the Presiding Bishop to perform a baptism and tried to get His Excellency to bend the rules and were firmly turned down.
As far as the Palace's statement stating a baptism wasn't happening, I believe this is true.
