My observation is that Charles dithers because he hates confrontation and tries to wait out the other side until they cave in or his aides can negotiate an agreement. That, and he's afraid of bad press again. He took quite a beating during the WoW and doesn't want to give up his popularity gains which could affect Camilla's acceptance as queen consort. The Harkles are loyal to no one but each other and cannot be reasoned with or trusted. Charles might not know what to do, but William has the backbone to deal with treachery decisively and in a clear and consistent way. The family seems united in de-Harkling themselves from the Montecit-ho pair. Their continued appearances with the queen drives home not only their support for her but their support for the monarchy and that they'll always be present to make sure the monarch is not alone and vulnerable in her last years. That do-si-do on the balcony was just a precursor to show their willingness to close ranks.
As for Andrew, I have no idea about his guilt or innocence but he's doing himself no favors. There's no way he can return to public life and royal duties. Does he think something will happen that will put him back on the active roster?
