Harry's never had to really be responsible for his actions because the palace pr team always protected him. He did have to make some public apologies but other than that, nothing. The hardest punishment I'm aware of was having to go to a "scared straight" session after being caught with weed. Apparently that lesson didn't stick because according to Harry his dabbling continued. He wasn't even confined to the palace after being photographed falling-down drunk and trying to fight with the paps. According to Harry, he asked the queen about working as a part-time royal and possibly living abroad before he married Meghan, yet he was still made a royal duke and given other titles on his wedding day and was gifted the use of Toad Hall as a family home. Where in any of this do we find a hint that Harry might be held to account for anything? Even now, he talks about his family in disparaging terms, won't meet with or talk to his father-in-law, continues to make demands of the family he has insulted and he's rewarded with multiple multi-million dollar contracts to talk about it. I can see where he thinks that he's bulletproof, because so far he has been.
