She's talking about Archie not being made a prince when Charles becomes king, hence the use of the words "other grandchildren".
For over 20 years, it's been reported (by the broadsheets) that Charles planned to slim down the monarchy. The first mention of this that I can recall reading about was in 1999 at the time of Edward and Sophie's wedding.
We were told then that Edward's children wouldn't be styled as HRH Prince/Princess and that Charles had wanted Andrew's daughters to change their styles and be known as Lady Beatrice and Lady Eugenie.
So we already have (male-line) grandchildren of the monarch who are not styled as HRH Prince/Princess. And it most certainly is the monarch's right to decide who gets to use the HRH and who doesn't.
It's interesting that Meghan only speaks about Archie in regards to this issue. Makes me wonder if she and Harry are planning to name their daughter "Princess". It's the sort of "Up yours!" gesture that they've made in the past.
