The group of 6 rule also applies to tier 3 locations. And a day hasn't gone by without the media showing photos of large groups of people (women usually scantily clad) congregating outside of a pub, not wearing masks, standing much closer together.
Presumably nobody gets all fussed and bothered about dozens of maskless people crowded together closer than the Cambridges and Wessexes were because there was no agreement to "meet".
