I wonder if they were told "if you're not coming back, then give back Frogmore Cottage. I'm also sure Harry and Meghan "were delighted to let Eugenie and Jack use Frogmore Cottage." The whole denial story is too fishy to be true, but it's a ruse to make Harry and Meghan look kindly and benevolent.
