Remove them from website, instead of giving them equal billing with the Cambridges.
Not invite them to to events such as Remembrance Day, Trooping the Colour, Royal Ascot and Garden Parties.

Not sure whether the Queen can remove the peerages, Parliament might have to do that, but if Harry interferes in politics, Parliament could be willing to do that. (Not because peers aren't allowed to be political, but because Harry's peerages weren't given to him because of merit, but because he was a working royal. And royals are supposed to stay out of politics.)
Cancel their lease on Frogmore. Assuming that their agreement to repay the 2.4 million pounds spent on renovating Frogmore Cottage was put into writing and is legally binding, maybe a lien should be placed on the house that they recently bought. (Not not be possible if it's true that the house was purchased by Meghan's company and not by them as individuals.)
When (if?) they visit the UK, do not allow them to use the royal fleet of cars. Do not allow them to stay in Buckingham Palace, Windsor Castle, etc.
And Charles could refuse to send them any more money.
But I'm not going to hold my breath waiting for anything to be done. The Queen and Charles appear to be determined that nothing will be done until the review - even though Harry and his wife have violated the Megxit agreement. And even after the review, I'm still not expecting much. It will be up to William to deal with them, assuming the monarchy is still around.
