Proposal is to establish roster size limits for each sport. Schools can fund scholarships up to the roster size limit. For example, I think baseball currently allows 11 but if the roster size limit is increased to 20 or 25, schools with money can give out scholarships up to the new limit. You can definitely see how this will impact the Niners in almost every sport, with maybe men's volleyball as an exception. Tough times ahead...
