from the article, it doesn't sound like these are actual dorms,
it says student housing, but doesn't mention any association with LBSU itself
wouldn't be a bad location for dorms, given the difficulty in building on campus, I just suspect from the article this is totally a private endeaver targeting students, which is good anyway
