Fully vaccinated requirement, yet limitations, and can't trust people to not come if they might have been exposed.
The thing is by the time the matches are played in 11 days, the transmission rates will likely be coming down significantly as well, as they've started down. Typical, when the policy would have made sense, they don't have it, when the policy is late to the party, they have it.
