Mike, This isn't through the WPBTCA but I have an ongoing workshop/class that takes place here in Baltimore, in conjunction with some local trainers (including the WPBTCA's own Aja Harris).
We put on a monthly class at a local shelters and it's designed to teach people the basic elements of dog behavior and body language, and to emphasize the need to be more attentive and in control of our animals . . . it's free, it's aimed at pet owners of all breeds (though we do get mostly pit bull people and most of them do seem to be in need of direction and ideas for how to deal with such simple things as dog aggression and reactivity), and so far it's been well received though sparsely attended. I think we get maybe 5-10 people per month.
The goal is to head off train wrecks before they happen . . . it's a pretty new program, started up in May 2009.
Hoping to grow and build it in 2010.
Not sure if that's what you had in mind . . .
