I have heard of putting glowsticks in cracked ice or marbles. Then you wouldnt have the flame issue. See pic. What about a small silk topiary? I have made them for outside decorations for my wedding using leafovers leaves and flowers from the other many projects and they came out nice. and since i had the leftovers they were inexpensive.
