I too am planning a BIG wedding on a small budget, we are having 400 people. Our colors are lilac and sage green. I found the tulle pre-cut circles on clearance at Pat Catans in packs of 25 for $1.00 and I am using Easter M&Ms which I have picked up whenever on sale. Each circle holds 1/3 cup of the candy. Then using ribbon and a little tag to tie it off. For 400 favors total cost was $120, doesn't get much cheaper than that and it adds nice color to the tables.
