Whats the best way to rig an live minnow on small jig for steelhead in Lake Erie tributaries.

New to the thrill, and taking any an all advice. I notice that the Fly Guys are CRUSHING the spinning tackle users on every creek I've been on. You Fly Anglers got it going on !!!! And Im looking for tips on how to get the drift down to a science. Why does the top of the water move faster than the water near the bottom of the creek? Thanks in advance for sharing your knowledge.
